The Mac Pro (65lb tower) can boot from any one of the many drives installed internally or externally. There is no "special" boot drive.
There is no conflict from having the same version or a different version of Mac OS X on each drive, or having multiple Boot Drives.
Your Mac will attempt to boot from the drive you last specified in System Preferences > Startup Disk.

I am using a PC(micrsoft windows) now, and the hard drive i have is a normal sata dirve. so now i want to buy a macbook with "all flash storge". will it be any problem that i transfer my old data from the sata drive to all flash storge?

The SSD drives in a MacBook "all flash" is a SATA drive, it just does not LOOK like a regular drive, and it is a bit faster.
