Q: Cannot "Add This Computer" to iTunes Match.

I am running iTunes 10.4.1.10 on a PC.  I do not see "Store > Turn On iTunes Match" in Step 3 of this article.  I DO see an option to "Add This Computer" to my iTunes Match account.  But when I click it nothing happens.  The page just reloads.  Any ideas?
