What app are you trying to delete? Native apps for iOS cannot be deleted either on the phone or in iTunes.
The same is happening to me and I want to delete a regular app but no x is coming out in any apps. Thanks
Go to Settings > General > Restrictions and see if Deleting Apps is turned off. If so turn it ON.

As detailed in an earlier post, go to the home page where the app is located. Hold down on the app until they all start wiggling. There should be an X showing in the corner of the app. Tap the X and the app will be deleted.
No 'X' appears.......what next?
As advised above, Go Settings->General->Restrictions And make sure Deleting Apps is not turned off.
Also make sure you are not trying to delete a reinstalled Apple App. As those cannot be deleted.

When I click on 'Restrictions' the next screen that appears is 'Enter Passcode' which asks for 'Enter your Restrictions Passcode'
The App that I am trying to delete is Tips & Camera360 now joined together as one, entitled: 'Photography'st. The joining together was accidentally
combined upon position one over the top during my first attempt to do the delete.
By moving the two together, you just created a folder. You should still be able to open the folder and delete the individual app. You will not be able to delete Tips, that is a native iOS app. Make sure as noted in a post above that you have restrictions turned off. for deleting apps. When getting the need to enter the restrictions passcode, then you have restrictions turned on, you just need to see if you have the one for deleting apps turned on.

Then you need to supply the Restrictions Passcode that was set on the device.
If you don't know the Passcode, then your only choice is to restore the iPad as new to remove it. You will not be able to delete Apps until the restriction to do so is removed.
