Mac mini with simultaneous users on different monitors?

I'm looking into a business solution for my health clinic I am starting up. To save on costs, instead of purchasing multiple computers (one for the front desk, one for a treatment room with Electronic Health Records), I'm looking to purchase just ONE Mac Mini and hook up 2 monitors to it. Is it possible to have a keyboard/mouse/monitor setup in two different locations, both hooked up to the same machine? For example, is it possible to daisy chain two monitors to the same Mac Mini and have two different users signed in simultaneously? (and can the Mini handle two separate bluetooth keyboard/mouse inputs at the same time for each respective user?). Or is this entirely not possible, and I'll just have to splurge and purchase two separate Minis? Thanks in advance for your help/advice.
