keyboard preferences on 10.6.8

Hi,

I do have little issue on one of the computers in my network. It's running on 10.6.8 and has a French keyboard. When I type symbols like ?, ! or ", they do not appear. Before considering a keyboard replacement, I would like to know if it's an OS problem (I should upgrade to 10.8) or any preferences setting.
