FCP7 Wont open on 10.6.8 OSX

I have a Mac OSX 10.6.8 running a 2x2.8 GHz Quad-Core Intel Xeon, with 12 GB 667 Mhz DDR2 and am unable to launch FCP7.

Went through the installation stpes and everything appeared to go smoothly. At the end of the instal it gave me a green check mark indication everything was a success. Upon opneing the FCP7 icon I recieve a error; "You can't open the application Final Cut Pro because it may be damaged or incomplete." I then uninstalled the application and reinstalled just to get the same error. It appears at the Motion, DVD Suite are installed properly.
