Blame your ignorant government for that. They banned facetime and Siri because they are too backwards.

The problem may be with your carrier. Check with them to see if FaceTime is allowed under your current plan.
No. The problem is that FaceTime is banned by law in KSA, UAE and Qatar and it has been permanently removed from phones sold in those markets.

I guess you don't think it's obnoxious to say "Do you even bother to read before you post?" You may be right, though. It may be arrogant rather than obnoxious, though I think arrogance is obnoxious. In any case, it was most definitely not polite or helpful.

Under "Missing FaceTime App" it will explain the following.
If FaceTime is not available in Settings: Note that FaceTime may not be available on devices purchased or used in certain countries, including Saudi Arabia and the United Arab Emirates.
