I downloaded an app several weeks ago. It is not on my iPad, when I go to store it says installed, but it is not there. I can't re-downloaded because it is installed? I can't delete it because it is not on my pad?.

If you can't find it on any of your homescreens or app folders, and you can't find it via the spotlight search screen (swipe your first home screen to the right), then is it hidden by an app age rating in Settings > General > Restrictions ?
If not then have you tried a reset to see if you can find it (or be able to reinstall it) after the iPad has restarted ? Press and hold both the sleep and home buttons for about 10 to 15 seconds (ignore the red slider), after which the Apple logo should appear - you won't lose any content, it's the iPad equivalent of a reboot.
I did both things you suggested, to no avail. I did find the app under settings but it only lists it. If I select it it shows some of the setting , but I still can't use it from that position. It is nowhere else to be found? This is going to settings and scrolling down where it shows many of my apps. Thanks for any additional help.
By 'both things' which do you mean - reset, spotlight search, checking restrictions ? If you connect to your computer's iTunes and select the iPad on the left-hand side of it, then on the right-hand side on the Apps tab if you double-click that app in the listbox of apps does then show you where the app is on the screen mock-ups ?

I connected to computer, selected iPad, selected apps, all apps were greyed out. Scrolled down and found four apps that could be copied to computer, but that is all. There is no"list box" to select any app except what I said about copying some to computer. ? I am really confused. Thanks
Is that the computer that you normally sync to ? With the iPad selected on the left-hand side of my computer's iTunes, the Apps tab on the right-hand side of iTunes is split into two sections, a list of apps which are on your computer's iTunes and a mock-up of the iPad's screen - because it's the computer that I sync to (and it therefore has all my apps and other content on), I can scroll up and down that list of apps and if I double-click on one of the apps it shows me where the app is on my iPad via the screen mock-up.
The usual ways to try and find an app on an iPad are to check all screens and app folders, use the iPad's spotlight search screen i.e. the screen before the first homescreen (there is a limit of 11 homescreens on the iPad after which apps can only be found via the spotlight search screen), check restrictions in case it's hidden, try a soft-reset to see if that then get it to appear, and to connect to your computer's iTunes and use the Apps tab to look for it.
I finally found it buried in a library of all places. I learned a lot thanks.
