It hasn't been released yet. The 19th September is 24 hours long - just like every other day, and there's still plenty of it left.
Be patient.
It will available at 10:00am pacific standard time.
It has a staggered release. Noon on the East coast 1:00 pm Central and so on. There is a legend I found on Twitter which indicates availability.
What time is IOS 6 going to be released for download in Central Standard Time? (TEXAS).

No, 5 PM Texas time. Unless you're in Galveston, then it's 4 PM.
