Try this.
Go to Settings>Safari>Clear History, Cookies and Data. Restart the iPad. Restart the iPad by holding down on the sleep button until the red slider appears and then slide to shut off. To power up hold the sleep button until the Apple logo appears and let go of the button.

This worked for me!!! (Edit: for about 6 minutes)

I'm seeing the same thing, both when trying to connect to my Airport and the network at work. Note that the apple page I'm directed to does not exist.
I tried dbgza's solution but it did not work for me.
Note, I also upgraded my iPhone to iOS 6 and not seeing the problem there. This is on my iPad 2 only.
Same problems on iPhone 4S and iPhone 4, iPad . Nothing works. Tried 3 different routers well not impressed now. What the **** is going on. Apple need to sort urgently as I know have to rely on my own network data
And it's back to Apple - Page Not Found Log In... 😟
same issue on my ipad 2 and no help doing that above. I will call APPLE and be on hold all night
The same thing happened to me on both my iPad and iPhone. I'm on hold with AppleCare right now. If I learn anything, I'll post it.

I am seeing the exact same issue on my daughter's iPod. Wifi will connect, but immediately be brought to a "Log In" screen that goes to apple.com's 404 page. How in the ever living was this not tested before release?
After vowing never to buy Apple hardware again, we got some AppleTV3s which are great, but, again, itunes and the ipod are completely useless and not worth the air and disk space they displace.

I'm having the same problem on my iPhone 4, simply can't believe the magnitude of this bug.
Correction to my previous post - this is happening on my iPhone 4S too.
In response to Stuart3519 - does it scare anyone else that you would need to clear the Safari data 3 times in order for it to take effect?
