Go to Settings > iCloud > Account > Storage Plan:Payment Information.
Type in the credit card security code there. Fixed it for me.
The storage plan payment info fix worked for me. I've been bouncing around these forums for a fix and michaelc's suggestion solved my problem.

I had the same problem. I was trying to purchase an app but it kept saying my session had timed out. First i went to app store settings to update my payment information but it did not let me do that. Then i followed the instructions and went to iCloud and it worked well. Thank you fir your help

I have tried going through iCloud and setting payment info but to no avail. It still won't let me download. Any suggestions?
after the iCloud part then go to the Appstore of iTunes app and sign out (by scrolling to the end of the first screen and clicking your account name). Then sign back in.

I would like to hear more suggestions as well. I've tried everything suggested in this thread.
I went on to my desktop computer to iTunes and downloaded from there. Once I submitted my three forced questions there I was able to get through on my phone. Didn't work until I used the computer.
Going to Icloud for the payment info worked, but now I get the same "account timed out" for accepting the useage agreement. Anyone had another fix?
