icloud backup does not completely restore

I did a clean restore through iTunes and upgraded to iOS 6. When I try to download my last iCloud backup, the first page of apps downloads, then all of a sudden it stops downloading.

I have already restoring and setting up the phone again from factory settings, but still get the same issue. I even let it be all night and when I woke up, it still says "Loading" on one app, and the rest are all waiting,

Any ideas?
