can i download tunes permanently to my pc using match

I have just bought a new laptop and decided that itunes Match was the best way to transfer my music library. However, I don't seem able to download the tunes permanently to the new laptop - are they only available in the cloud. Can you only listen t music if you have a live internet connection or can they be downloaded? Many thanks
