I was having the exact same issue for about 24 hours after I upgraded to iOS 6, then this morning when I went and attempted to access the App Store through Passbook it simply started working. No extra steps. No work arounds. Nothing. It may be the App Store being overwhelmed with requests on the first day.

For reference: I was able to access the App Store through 3G (Sprint) and through WiFi.

Changing the date worked for me, then I was left wondering why I had bothered. In order to, say, show a boarding pass in this, I have to load the airline's app. Both airline apps will already let you use an electronic boarding pass, so what did I gain with this? There are several apps that already let me store customer cards, and they let me store any card, where this work with about three stores and, again, I have to have that store's app loaded as well. So what is the point of this app? All I can see it does is give me one more app on my screen that I can't delete. For those who can't get it working, I suggest not wasting any more time on it.
