Q: cannot change restrictions on allowed content

My iphone 4S has music and podcasts greyed out to "clean" on allowed content (under restrictions).  I haven't got parental restrictions on itunes itself and I haven't got parental restrictions on allowed content either but I cannot change it to "explicit"....can anyone help - what am I doing wrong or am I missing something?

    I removed the VPN profiles and MUSIC AND PODCAST still on Clean and still greyed out.

     

    What is happening?

    I am having the same problem on my phone but it is a company phone. Also I discovered in general settings there is a tab called device management which has another level of restrictions that cannot be changed on the device installed by the company. So if your phone is a company phone or perhaps your parents are able to install a management profile like this i think you are out of luck for fixing this issue. i don't know.
