My iphone was stolen, and when i Called apple cs, they told me they can not help me with it cuz they had a bad experience before, what i want to do is blocked or find my iphone, i want to know where can i go to make a complain to apple cuz they can not block it. my phone numer is 18297208926

Contact the carrier that provides your cell service. The carrier can turn off the phone and cellular data services.
There is also the find my Phone function that you can invoke through iCloud but you would have ot enable that on the phone before it was stolen. One of the things that can do is a remote lock of the phone so it cannot be used. See http://support.apple.com/kb/PH2696 for more info.
