It's probably due to the RAM and processor limitations.
iPad: RAM - 256MB, Processor - 1 GHz Apple A4
iPad 2: RAM - 512MB, Processor - 1GHz dual-core Apple A5
iPad 3: RAM 1024MB, Processor - 1GHz dual-core Apple A5X

Sep 20, 2012 7:10 PM in response to iShoqby Skydiver119,Because Apple didn't make Siri available for the iPad 2. There has never been an official reason, but opinions suggest that the 1 and 2 simply cannot handle Siri or perhaps they lack some bit of hardware to make vocal recognition possible.
I sympathize with your frustration, but it's been stated from the very announcement of iOS6 that Siri will ONLY be on the iPad 3 (and probably future models)
We're just fellow users here. If you want to express your frustration to someone that might do something about it, you need to address it to Apple themselves. There's a nice little 'contact us' link at the bottom right of every page.
