Do realize if you do shut down cell data then several functions, including Siri, etc. will not work unless you are connected to WiFi. Turn by turn directions in the new maps app won't work at all.

You would have to check with Rogers to see if they allow it. If you paying more than $65 for this iPhone I would take a pass. Any number of non-smartphones would suit your purposes, would not require a data plan, and would be cheaper.
