Try this. Settings>general>Siri>on. Is it turned on? If is turned on, then hold down on the home button and Siri will - or should - pop up.

Sep 21, 2012 8:10 AM in response to Mintdave3by Demo,You can try resetting all settings. Settings>General>Reset>Reset All Settings. But ..... You will have to enter all of your app preferences and device settings again.
That might help. If it doesn't I'm not sure what to try next other than to restore the iOS software.
