I wished that I could help but I am having the same problem. I have tried to pair with 4 other iPads now with no success at all.
This is not a feature of iphone, iPad or iOS, never has been.
Bluetooth is supported for stereo headsets/speakers, handsfree
telephone devices/headsets, some keyboards,
some peer-to-peer apps from the app store and internet tethering
where provided by the carrier.
Other than this it will not connect to a phone/computer/device.

Hi! You cannot pick up an iPad to another iPad because they are an the same frequency and are incompatible. May I ask what you are trying to do though?
You can do it with a 3rd party app to transfer photos from iPad to iPad.
If you are tring to transfer photos, I recommend the app called bump. It is in the App Store and you just select the photos you want to share and you simply bump the 2 devices together. Hope this helps!
Unfortunately although Bluetooth is listed on your product, this feature is not accessible. however, after encountering this problem myself, I found an app called "Bump" it is free available in the app store. You simply bump the devices together and the files are available on the other device. Also, although I am unsure if this is still currently working, you can do "long distance bumps" where you can send files to another device within a certain radius!

It's all rather perplexing. My head is spinning just thinking about it.
I tried to open and Match but it did not,so to add that what applications to be downloaded for Bluetooth match,compress and iChat?
I am having the exact problem with my Ipad mini.
Try turning on bluetooth for on both iPads. Maybe that will work. I dunno I'm new at this and jus trying to help out as much as I can.
As mentioned above, this is not possible between iPads or any iOS devices. There may be apps that can help in some way.
Since your new, I will just point out, that this is a 2 year old thread With the last post being in December of last year. So not really useful for the orioginal poster.
To clarify for future readers:
When this post was started there was no way to transfer files through bluetooth.
Now, more modern iPads have AirDrop which uses bluetooth to look for other devices, but uses Wifi to actually transfer the file.
Basically direct Bluetooth file transfer has never been possible on iPads or iPhones.
iPad to iPad Bluetooth is actually really simple.
Simply turn on bluetooth for both, tap the name of each other's iPad and allow connection to each other's iPad

That is pretty simple. It won't work, but it is pretty simple.
