When I go to settings--->Wi-Fi to tap on the on/off does not turn on? why I have restore setting and even restore to factory setting and nothing?

Please need HELP!! using Iphone 4s and when I go to setting----->WI-Fi is not highlighted and even if I tap on it does not turn on or off.

I have restored my setting and restored to factory setting and still the same problem. Using only 3G at the moment other devices are using Wi-Fi it's only my Iphone?
