So we know more about it...

At the Apple Icon at top left>About this Mac, report the version of OSX from that window, then click on More Info, then click on Hardware> and report this upto but not including the Serial#...

Hardware Overview:

Model Name: eMac

Model Identifier: PowerMac6,4

Processor Name: PowerPC G4 (1.2)

Processor Speed: 1.42 GHz

Number Of CPUs: 1

L2 Cache (per CPU): 512 KB

Memory: 2 GB

Bus Speed: 167 MHz

Likely it's an issue of what 802.11 version the eMac can handle, & what Encryption it can handle.

Wireless was always optional in the eMac. Many do not have it.

The method BD Aqua gives will also allow you to see if there is a wireless card installed. After getting the info he requests, find "Network" in the left-side "Contents" pane and then click "Airport card.: If the main screen returns "no Information Found." you either have no wireless card or the card is not working.

You can physically look for the Airport card by following the install/replace instructions in this article:

How to Install or Replace an Optional AirPort Card

You don't actually have to remove it; simply removing the cover plate as the article shows will reveal either an empty slot or the Airpost card.

Here's some links that I post for iPad wifi problems. Some may apply to you.

Look at iOS Troubleshooting Wi-Fi networks and connections http://support.apple.com/kb/TS1398

iPad: Issues connecting to Wi-Fi networks http://support.apple.com/kb/ts3304

iOS: Recommended settings for Wi-Fi routers and access points http://support.apple.com/kb/HT4199

Additional things to try.

Try this first. Turn Off your iPad. Then turn Off (disconnect power cord for 30 seconds or longer) the wireless router & then back On. Now boot your iPad. Hopefully it will see the WiFi.

Go to Settings>Wi-Fi and turn Off. Then while at Settings>Wi-Fi, turn back On and chose a Network.

Change the channel on your wireless router (Auto or Channel 6 is best). Instructions at http://macintoshhowto.com/advanced/how-to-get-a-good-range-on-your-wireless-netw ork.html

Another thing to try - Go into your router security settings and change from WEP to WPA with AES.

Note - When troubleshooting wifi connection problems, don't hold your iPad by hand. There have been a few reports that holding the iPad by hand, seems to attenuate the wifi signal.

If any of the above solutions work, please post back what solved your problem. It will help others with the same problem.
