What can I install on powerbook G4 running 10.5.8 to read/write microsoft office applications like: word, excel, powerpoint?

The easiest thing would be to buy a Microsoft Office 2004, which runs under PowerPC machines. Anyone who upgraded to OS X Lion found that Office 2004 would no longer run, so there may be used copies out there.
You can look at the various free office programs, like NeoOffice, LibreOffice, OpenOffice. I didn't check their pre-reqs, so be sure and look at that.
Office 2008 will also run on PPC Macs. I ran it on my PowerBook G4 1Ghz. It was the last version to run natively on a PPC Mac.
Would iWork also work?
It might, but I suggest asking in the iWork forums first in case there are any "gottchas," like only certain versions of Office files being compatible.
I have LibreOffice and it is a very full-featured program. The only hiccup I've found is that it can't always interpret some of MicroSoft's more exotic PowerPoint animations.
One source for older iWorks releases is hardcoremac.com. They are good about noting the program prerequisistes.

NeoOffice is equivalent to Microsoft Office. It can open Excel files, Word files & PowerPoint files. You can also create these types of files that can be opened by PC users.

Yes. iWork '09 runs fine under 10.5.8, but not always every Microsoft Office documents are interpreted correctly.
