Q: Why my ip 4s does not have wifi hotspot though I upgraded ios6

I upgraded iOS 6 on my ip4s but the feature of personal hotspot was not included. Why that happened?

Was the hotspot option available before the upgrade?
Does your cellular provider have a tethering option?
Have you subscribed to a tethering plan?
