No, the 10.8.2 update is free.
You can get it by going to the Apple menu > Software Update, or by downloading the update here: http://support.apple.com/kb/DL1580.

Minor updates (such as 10.8.1 -> 10.8.2) are always free. Where are you seeing that it costs money? Are you trying to download Mountain Lion from the App Store? If so, that's not the proper procedure. Your machine came with ML preinstalled, so you haven't purchased a copy from the App Store. That means that the App Store will still show you ML available as a purchase.
Instead, open the App Store and click the Updates tab, then install the 10.8.2 update from there. Or choose Software Update from the Apple menu to do the same thing.
I have the same issue as pgallagher31, new computer running 10.8.1. The 10.8.2 update doesn't show up in my App Store Update tab, and all the Software Update option from the Apple menu does is throw me right back to the App Store Update tab, which only has an iPhoto update posted. This iPhoto update is the only reason I even knew there was a 10.8.2 ML update as it won't allow me to download the iPhoto update without 10.8.2. I went to the Mountain Lion app in the App Store and, same as what pgallagher31 probably ran into, it's asking me for $19.99.
I'm going to try b j t's link and see if that works.

You are not updating your computer correctly, simply click the Apple symbol in the upper left of your screen and choose Software Update and follow the on-screen instructions.
That's what I do. Shoots me over to the App Store's "Update" icon. No 10.8.2 update, but an iPhoto update that requires that version.
No worries, b j t's link above worked perfectly and all is well in the world again, except that Facebook's tentacles are buried even deeper in my life and in my computer now. Big Brother's watching.
Make sure your using the Apple ID that you setup your computer with... user name/password. If you don't use the correct user name and password to log into the App store you won't see an update.
I already had an Apple Store user name and password before I bought my iMac. I used that to setup my computer and the App Store.
If you have problems with any updates in the future then open Finder - Go - Go to Folder... and copy and paste:
~/Library/Preferences/com.apple.SoftwareUpdate.plist
and hit enter, once you have found the file drag it to the Desktop and then Logout and Log back in as a user and retry Software Update.
You guys are misunderstanding the problem. The OP and others (and me) ARE going to the Updates tab. The problem is that if we're on 10.8.1 but 10.8.2 does NOT offer itself as an update. rkaufman's suggestion does not work. The only solution is a manual download as suggested by pgallagher.
I also have the same problem. I just bought the new Mac Mini to replace my old one, it came with 10.8.1 and the update to 10.8.2 does NOT show up. Manually downloading the update was the only way to apply it.
I'm thinking that perhaps it had something to do with the data migration from the older Mac? Perhaps some things were copied over that has caused this issue.
Well that caused a new problem. After I downloaded the 10.8.2 update and ran it, I get this message:
"OS X Update can't be installed on this disk. This volume does not meet the requirements for this update". Even though I have over 100 GB free.
Perhaps it's because I cloned the original drive that came with Mac to an SSD drive?
Same problem. Macbook pro, 3 weeks old, running OSX 10.8.1. App store tells me I have an update to iPhoto. Tried to update iPhoto but told I needed OSX 10.8.2. But there is no update showing for OSX 10.8.2. So I downloaded both the combo and supplemental updates to 10.8.2. Neither would install. Took computer to Apple store Genius Bar and they couldn't fix it either. The Genius googled the problem, found this thread and said that I had stumped a genius but that Apple would probably fix it at some point.
This is my first Mac. With the price you pay for these things and the centrally managed environment, I did not expect these kind of issues. This is in addition to my first machine getting too hot to touch with the fan blasting inside my carry bag.
Also having the same problem, new mac mini server, arrived today. iPhoto wants a software update, but the ML update is nowhere to be seen. Tried downloading the 10.8.2 installer but I also got the message that none of my drives met the requirements.
I had the same problem but found the following thread:

I downloaded the update from the link (the softpedia link) and it solved the update problem for me.
Its easy, any major upgrades like 10.X are paid for, minor upgrades like 10.8.X are free.
The 10.8.2 update for most 2012 macs was pulled by apple. The one at softpedia is likely the pulled "broken" one. After installing it, though, check for software updates. There was a supplemental update released to fix the broken 10.8.2.
