Most people installed a version of iOS6 and this started hapening with iMessage and FaceTime activation. I live in Riyadh, I noticed a lot of people from the Middle East have asked the same question so it is possible its a regional thing. I don't think there is a way round it just to wait and see if Apple fixes it.

So I think its realted to some ID's

Sep 30, 2012 8:40 AM in response to faisal35by FelipeV,So it seems it is going thru the Apple ID using WiFi and not the local phone #'s carrier. Was your Phone bought outside of UAE/KSA? If you did then you are probably getting away with using this "limited" FT ability as the Middle Eastern "configured" phones have FT crippled at a phone level.
Dont say it too loud lest the local governemnts get wind of it and they proceed to shut down this "loophole"/ The governments there are very paranoid of FT and iMessage.

Oct 15, 2012 6:49 AM in response to ehabamby Flynn Barrell,I had a similar issue but mine said cannot verify username and password as it was aparently incorrect!
To resolve this i went to generals: App store and clicked on my apple id. when a pop up shows click on view Applie id account. There select the payment process and select NONE in the type of card instead of your visa or mastercard. save it and then you can try getting into facetime., It should be good. It worked for me. Good luck. Lemme know how it goes

Ok do the following.
1) Set up your iphone with your current Apple ID so that iCloud and iTunes/App Store are linked with your proper account.
2) Go into Setting > Messages and turn OFF iMessage.
3) Press "Use your Apple ID for iMessage
4) It should give you the option of creating a NEW Apple ID. Do this and use a differnt email - please note that this email is what you will be using for iMessage from now on so make it something you want!
5) When you do this, imessage will work but will use your new email (not great but it works) whilst keeping itunes, icloud and the app store linked to your original ID

2) Click on Sign in to manage your Apple ID
3) Click on Manage your Apple ID
4) Type in your Apple ID and Password and click Sign in
5) Select Addresses from the left hand side
6) Click Edit
7) In country region type United Kingdom
8) Click Save at the bottom of the page
9) Go to your Apple Device Settings - General - International - Region Format - Select United Kingdom
10) Press the Home button
11) Log into Facetime and iMessage with your CORRECT APPLE ID AND PASSWORD
This should work for all of you guys. Hope it helps.

All I do the whole day is to activate iMessage my iPad doesn't even have built in FaceTime!! I cannot find it.. I am planning to return it tomorrow. Please if anyone of you resolved this kindly reply... Thanks a lot!
