itunes locking up upon launch on win 7 PC

PC is approximately 3-4 years old. itunes is 10.6.3. something (it's my parent's computer, getting the info second hand) Their internet connection is satellite based (ah the wonders of living in the country 😝).

The iTunes window opens, but nothing in the window is clickable. Unfortunatly my parents are not patient people, so they give it only about 2-3 minutes before they give up on it and task manager their way out.

Had them try repair through the windows control panel, no dice. It used to open without a hitch or delay. They've had ths same internet service now for 8+ years.

Visiting them in 2 weeks, was going to try for a full removal and reinstall, but I am wondering if their modem and router is worth a double check as well.
