Are you talking about Siri (http://support.apple.com/kb/HT4992) OR Dictation (http://support.apple.com/kb/HT5176) ?
These are two different programs.
Siri is olny for iPad 3 not for iPad 2
How in the good lord did you get Siri on ipad 2 you probably have an ipad 4
