I know exactly what you mean because I had the same thing. But since I restored the phone, I connects instantly to Wifi whenever i touch the unlock button, while it didn't do that before (the phone had to serach like a couple of esconds for the connection). And I'm also receiving notifications again while my phone is locked, cellular data is off, but wifi is on. So it DID help I hope you understand what I'm trying to say.

Setting->General->Reset->Reset Network Settings.
After this I connected my phone back to wi-fi and things are back n running again. My phone gets notification even when phone is locked. Even after hours of being in stand by mode, I still get all my notification. Do try it, hope it helps.

I got my 5 the other day, works great so far. Gave my 4S to a family member.. (by the way I never had any problems with my 4S with ios6)
Got the family member hooked up with my 4S, I thought everything was working fine until it went into sleep mode. Once in sleep mode it disconnects from wifi.. When I try and wake it up, it will not reconnect automatically. I have to go into settings and select the wifi.. It ***** butt.. Have no problem with my 5 and never had a problem with the 4S before. On that note though, I do have iCloud turned off.. and I know all settings are correct. it get's old to have to keep going in and selecting the wifi connection to use.
Any ideas as to what the heck is going on?

yea that was the first thing I tried nothing... I tried the other tips as well and nothing.. trying the iTunes trick now... so hope it works...

Then would have to re-sign in everytime. Well luckily I needed to know the weather so when the wifi was off I hit the weather app shortcut on the main screen and it then asked me to select network. I entered the password and the connection has stayed connected for the last 3 hours even after shutting down and switching the wifi button on/off to test. This worked and we too have been calling and working on this problem for about 2 weeks. Hope this helps. So far so good. If so please help spreading the word, thanks.

I also had that wifi being off during sleep mode problem and I can confirm on my end that karthik1427's solution worked for me. I simply restore to factary those network settings. The iPhone 4S rebooted and I re-entered my wifi settings. I tried sending myself an e-mail, with the phone in sleep mode having no network reception (my signal is very poor in flat, thus my anxiety when notifications did not work through wifi) and simply the wifi turned on, and it worked. My iPad 2 instantly got the notification and so did my iPhone 4S right a sec after. I tried again sending myself a mail while the phone was in sleep mode, but giving it 10 solid minutes, and it still worked. All it may need for many people that experienced that problem is to restore to factory your network settings.

ps: both devices are on IOS 6, only my iPhone had that problem

But after I upgraded to IOS 6 everything has changed, I can't recieve alerts when screen is locked out. And I TRIED all sulotions mentioned here, but nothing worked for me. maybe it helped some users, but they are not strong enough to be considered as the perfect way to solve this issue.
NOW Apple has to take its place to solve this REALLY BIG issue, cuz a lot of users started hating their iphones due to this and I am one of them.
