How do I interpret the maximum memory?

Is the maximum memory stated the total maximum (including the existing), or is it the maximum additional memory that can be installed? Or am I getting this completely wrong and there is no built in memory, so what you install is what you get?

MacBook, Mac OS X (10.6.8), Late 2008 model, white macbook, 13"
