Q: every time ( I mean every day )I connect my iPad to sync I get the message that there are new carrier settings - is this correct or is it a bug ?

every time ( I mean every day ) when I connect my iPad to sync I get the message that there are new carrier settings - I accept them and then it says they have been updated - then if I re-connect it says it again - is this correct or is it a bug ?
