I create all my invoices as PDFs, and used to select to view as icons in mail rather than destroy the flow of my message. Now it seems to have dissappeared since 10.8.
Am I being dumb or is it just not there anymore?

You are correct. It is no longer available. Why is Apple purposefully making each new Operating System less compatible with the rest of the world of business than the one before it?

Apple long ago realized that it made more money building for consumers and ignoring all the demands of the business world 800lb Gorillas. Or at least that has been my observation since the mid-90's when Apple almost went out of business.

You are mistaken. "View as Icon" does not appear.
I just upgraded to High Sierra and my option to view multi-page PDFs as an icon has disappeared.
Apple--Please restore this option. Why in the world would you take it away?
I have found that once you insert the external PDF file document into the body of the email, you can right click over the document and you'll have the choice to "View As" and then select "Icon", and the PDF document will reduce to an icon only in the body of the email.

This is the issue - I used to have it, but now I don't. I'm trying to find out if this is something new in a recent update, or if there's something wrong on my Mac that's stopping it from happening.
I am running 10.8.2, and I just successfully inserted a PDF file into a new email, right clicked the file, selected view as Icon, and the PDF entire document shown in the email shrunk to an Icon. Mine works fine,
That said, I would suggest you reboot while simultaneously holding down the Command - R keys to boot into the Mountain Lion Recovery Partition. When there, enter Disk Utility and run "Repair Disk" from there on the Mac Hard Drive, and then run "Repair Permissions" twice. Then reboot into Mountain Lion's partition. That may help.

I have it. And it sounds like Radiation Mac has it (since he posted the instructions). So, if you don't have it, there might be something interfering with it on your Mac. The contextual menu on a PDF is exceptionally long, so it might be getting lost in all that stuff.
Control-click on the inserted attachment image and choose 'View as Icon':
Knowing how to do it isn't the issue - I've been doing this for years. It just isn't doing it any more. I'll keep digging. Thanks everyone for the advice.
Have you tried booting into Safe Mode and seeing if it is still broken?
Highlight attachment go to Formatt and select Make Rich Text that should bring it back it did for me
Freaky! This works. Swapping between HTML and plain text brings back the View In Place / View As Icon option in the menu. Sounds like a bug.
It turns out the ability to view a pdf file as an attachement can be turned off. To turn the feature back on you do it from a terminal. On a terminal type
defaults write com.apple.mail DisableInlineAttachmentViewing -bool noQuit Mac Mail and restart it. The "View as Icon" should now show up. It did for me.
I've also found that unticking the "Windows friendly" box in the attachment dialogue shows attachments as icons.
