I lost my iphone and wanted to know if there is anyway to use GPS to track it?

Sure, if you've set up Find my iPhone. Just log on to iCloud and you'll see where it is there.

If it's offline you can't track it. How would the signal get from the phone to the network if there is no signal?
You don't phone needs to be turned on and connected to data.
