I have a symbol on the top right corner next to the battery life on my iPhone 4s.

That is the orientation lock. That prevents the screen from rotating when you rotate your phone. To toggle that on and off do the following.

1. double-tap the home button
2. when the task bar pops up at the bottom of the scree, swipe your finger on the task bar from left to right.
3. the icon on the far bottom left of the screen is the orientation lock. Tap that icon and it should enable the rotation of the screen.

that's it.

That is the rotation lock. If you enable it your iPhone or iPad screen will not turn, when you turn the device. Double click the home button, then swipe to the right and tap the lock symbol there, to disable it.

That would be "Rotation Lock". To disable double click the home button and scroll the recently used bar to the right to show the same lock symbol. Tap the symbol to unlock rotation.

to be sure desable Location Services and if it desapear im right if not let me know 🙂

double tap your home screen scroll to the left, to the left of the music control you should see an icon with an arrow circle tap on it to disable, - landscape view I think
