Apple does not have a cellular data plan. You have a plan with your selected cellular company like ATT, Verizon, etc. Contact them to cancel.

Typically you cancel through the same Cellular Data -> View Account setting you used to set up the account. Take a look there.

If you can't cancel there, then as Tom said, you need to contact your cell carrier.
