Just got a brand new completely stock iPhone 5. Downloaded about 20 of my apps. Now I can't move any apps without the black apple crash screen followed by phone lock after pressing home to stop jiggle. Dragging from screen 1 to 4 and icon slides straight to screen 3. I can drag from any screen other than screen #1. Apple, this is a bug.

Resetting settings doesn't do anything. Restoring via iTunes now....

I've been experiencing the same problem. I notice it primarily when I'm moving several apps around and when moving an app from page 1 to other pages and especially if a new page is made. It obviously isn't a full crash that forces a reboot, it looks like a springboard crash and then a quick refresh.

I've tried turning it off and on, but I haven't tried resetting the settings (I do NOT want to enter a dozen wifi passwords again...) or restoring from my computer. I also tried to use the power button instead of the home button as mentioned here, but it didn't work for me. This shouldn't be an issue that is ignored or use workarounds to solve it. I've managed to move my apps around by doing just one at a time and only over one page.

The problem is software related and has to do partially with a kernal panic and way the cpu access the data. Some users have found the using reset all settings works and some users are finding that only restoring their phone works to stop the phone from going into a springboard reboot loop. It is definetly something that Apple is well aware of and is trading out handsets that have these problems, even though it is not a hardware issue or defect that cannot be solved.

Research I have done into this problem has shown that the problem is partially related to how much data the cpu is going through and how hot the device has become. If you are having any springboard boot related issues take your phone out of its case and allow for the phone to cool down to normal temperture (powering down is highly recommended, but some people cannot live without their phone being on) before you start to mess around with your phone again. The way that iOS 6 uses the Springboard is different than iOS 4 and partially different than 5 that system messages and notifications were taken out of Springboard control and are part of their own processes. The gpu and cpu both have to render the moving of apps and incoming email, messages and any other notifications. Allowing for your iPhone/iPad to cool down will do wonders for all of the Springboard related issues.

I'm a software developer (not for Apple) so I can partially guess what is happening here. I found I had the issues on iOS 6 and iPhone 5. A full reboot didn't help so it's definitely a bug. As others have mentioned this is a partial crash (not a full OS crash) so it would be a crash in the Springboard.

I didn't look at any crash dump data but it appears to be a bug specifically with reordering of icons when you have full screens worth of icons. Perhaps something specific triggers it such as installing multiple new apps. In my case I had installed about 6 new apps in succession. This then filled up screens 2, 3 and 4. Screen 5 had some icons on it. Moving icons from screen 2 to partially filled screen 5 would instantly crash. Which is why I speculate it is because of reordering or redraw on (multiple) full screens.

So I moved an icon on full screen 4 to screen 5. This then fixed the issue for me.

I tried to replicate it by filling up screen 4 again but I couldn't recreate the issue. Which is why I think something 'triggers' the bug.

If you have this issue, try moving an icon from a full screen to a partially full screen. But make sure that the partially full screen is next to the one you moving the icon from to avoid redraw.
