Probably. How old is it, and can you describe what's broken?
Knowing its model number will help. There are dozens of Mac models.
It's very possible. How tech savy are you and how ambitious do you feel? The easiest way to retrieve your photos is to transplant the hard drive from your broken Mac to a working Mac that is compatible with the old one.

Actually it depends what computer it is and how it "broke". Without that knowledge its impossible to know how to help him. If its an old Mac with a SCSI hard drive it would be monitarily unfeasable to retrieve them unless it has significant value to him/her.

One more bit of information would be helpful. Knowing the name of a large city near you would also help us identify resources. Mac User Groups have names of individuals who still have older hardware available for projects.
The real question is if the compter died or the hard drive died.

Yes it is possible, the how depends on what model it is. You can open it up, get the hard drive out and buy an external hard drive box with USB interface so you can connect it to your working computer.
