iOS 6 upgrade while out of the United States? Askin for trouble?

I am considering upgrading my USA based iPhone 4s to iOS 6, but I am currently in Turkey where not all the features are available. Will upgrading to iOS 6 in Turkey not install all the code for the features available in the USA? Would I then have to re-install to regain the feature once in the US?

Or is the install one package, and features are dyamically enabled based on location?
