My iPhone 5 only vibrates when I receive a text. Even when I go into Settings > Sounds > Text Tone and choose various tones, it only vibrates, no tones. I rebooted and it seems to work again, however this happens again every few hours. I keep rebooting and it solves it temporarily. What's the issue???

I got the opposite issue. My iPhone 5 plays text tone even in the silent mode. I changed the text tone to 'tweet' in place of the default tone. I have up to now got two occasions where my phone not only vibrated but played the 'tweet' sound when in silent mode. I tried once to replicate the issue by sending imessage to my phone with another iphone. I couldn't repeat the issue on purpose. It seems that it only happens randomly.

Considering your post, I think this version of iOS 6 has some bugs in sound management.
