"Manage Devices" is not on my account information page in Itunes Store....where can i find it?
Have you associated a device or computer with your account by turning on automatic downloads or iTunes Match or by downloading past purchases from your account on it ? If not then you might get that section shown in Store > View My Account if there are no computer or devices associated.
Still no luck. Downloaded an app, but still not showing my devices.
not that im complaining, but we bought an expensive device, which is barely customizable, and better yet, anyone who takes it can reset it via iTunes itself *not even a debugging/flashing software*, and even better, the passcode is removed so its basically like my phone has a new owner?

Was it a new app or a re-download of a previous app ?
The "Manage Devices" button is not there because you don't have any computers or devices enabled for automatic downloads. After following the steps contained in the link below, the button will appear in your account information page.
