I just got 4 new iPhone 4S's. 3 do face time over cellular data just fine, but one does not. It requires a wifi connection. Help!

Is there a problem with one of the phone's data plans? Also, what carrier are you using?
They have the same shared data plan with Verizon.
Ok, what happens when you try to start a facetime session to/from that phone?
It says a wifi connection is required. BTW, all phones are running iOS6
Make sure all of your FaceTime and Phone settings are identical. If it still doesn't work Verizon has provisioned that phone incorrectly, you will need to contact them.
check Settings>Facetime>use Cellular Data on
