"Non Commitment" iPhone 5 - ability to enable Personal Hotspot still blocked?

So before I go out and buy another iPhone 5, I need to clarify - after having an iPhone 5 unlocked because it is bought at the non-commitment, full price option, am I able to enable the Personal Hotspot option?

The reason I ask is that my friend who recently had his AT&T iPhone 5 unlocked is still receiving the message asking him to call 611 or visit ATT's website to enable Personal Hotspot - a feature that should not be in AT&T's grasp once the iPhone is unlocked...
