Cellular data is not an option under settings. What do I need to do?

You cannot add cellular capability to a wifi only iPad. It has no cellular radio, nor antennae.

If you do not have a microSIM installed it will not show a cellular option.
Does your ipad have a large black strip across the back or is it all aluminum?
I don't mean to sound silly but does your ipad have cellular capability?
It should have cellular capibility and i dont think i have a microSim installed. If i have At&t as my computer internet provider already and the Ipad is connecting through that would that be the difference?

Same here. Was given this by an aunt who has no idea why cellular would be used. Can I get a sim chip or do anything to give this cellular capability?
If it is all aluminum, with no black strip also on the back, then you have a WiFi only iPad.
You do have an iPad WiFi+3G (or 4G)?
