I downloaded and was charged for a song on ITunes store but it isn't on my playlist.

I downloaded a song from the I-tunes store and was charged for it. It isn't on my playlist now. Something about the playtime ran out or something like that. Can I just cancel the song purchase and get reimbursed for the .99 cents that I was charged for the song?
