iMac, OS X Mountain Lion (10.8.2), iPhoto and iCloud use
Don't know what a virus looks like but there is the possibility of Malware. Even though Security was breached earlier this year Apple/Mac has a good track record if you keep your system updated and your visits limited to known sites.

This is the issue - is keep coming whatever I do. I am not even on Safari, I am just accessing iPhoto and making Album - as basic as that!
Never say never.. something keeps popping up, nags you, doesnt have any reasonable option, doesnt have a user friendly name "UBD" - who knows what UBD is???
To me it looks like Malware or Worm - if not a virus

Did you enable parental controls? Just checking since that is the message on the popup which would explain the problem. Check Users & Groups Pane in System Preferences:
Is the Parental Controls option enabled?
It's not a virus. It's iCloud, and it's blocked by Parental Controls. Don't reset the PRAM.
