why cant the airport utility see my airport express

We are having trouble with our airport express, we recently had our internet router replaced but the technician didnt restore the connection with the airport express. I have tried using the airport utility app on both my pc and my ipad and it cant see it even though the airport express is less than six feet away and turned on.

Any one with any ideas, but please keep in laymans terms.
