Cannot send photos to apps (like FB)

I have an iPhone 4S and can no longer send photos from my camera roll to things like Facebook, Instagram, and pic collage. I have tried going to settings>privacy>photos but there is no option available there. This is frustrating me to no end since I have family photos to share! I get the same screen that says something like "can't access your photos. You can change this is in privacy settings"! Ok, so how??
