Issues between iCloud and my 2 devices

I have an iPad 2 and iPhone 4 and stay up to date with upgrades. I have an issue with iCloud, where not everything syncs between devices.

I ran tests to see what works, and I also double checked I had everything set up right in Settings > iCloud, with buttons ON where they should be.


Syncing between devices:

- Reminders iPad to iPhone & iPhone to iPad

- Contacts iPad to iPhone & iPhone to iPad

- Calendar iPhone to iPad

- Documents & Data


Not syncing:

- Calendar iPad to iPhone

- Photos

- Notes iPad to iPhone


What am I not doing correctly for the "not syncing" part?

How?? iPhone 4 won't sync photos and contacts to iCloud, therefor not appearing on the ipad. Jut bought iPhone 5 - very bizarre photos and contacts started to download to phone. Came back to phone after an hour (waiting to finish installing) and all contacts where gone and photos had stopped downloading. Even more bizarre, if I search a name of a contact I know should be on phone e.g. Mum, recent messages and emails display but contact not in address book. ***.
