doesn't give me option to restore from icloud

I purchased a new iPhone 4S 16g and want to restore from my most recent backup to iCloud (from previous phone which was iPhone 4, 8g) I connected to iTunes and chose set up as 'new'. Now I am choosing restore from backup, but the drop down menu only gives me the option to restore from the last backup to my laptop which was months ago. I want to restore from iCloud since I back up my data every night to iCloud via plugged in and wi-fi on. I checked to make sure my new phone is connected and wi-fi is on. What am I missing?

You can only access your iCloud backup when first setting up your phone. If you have any new data now on your phone, such as photos, etc. save them as they will be erased by this process. Then go to Settings>General>Reset and tap Erase All Content & Settings. This will erase the phone and you will go through the setup screens again as you did when it was new. When given the option, choose Restore from iCloud Backup (see image below). Be sure your phone is connected to wifi and your charger as restoring from an iCloud backup can sometimes take quite a while to complete.
