Me too... I get so little time these days, lately I'm spending more time sorting out issues than using my Apple kit. Almost as bad as MS Windows stuff...

I've just had to give up on my 4+ year old G4 PowerBook as it won't upgrade to iTunes 10.7 that's needed for syncing to my iPhone 5. Which is madending, as my iPad 3 updated & synced fine on the G4 to iOS 6 ?

Now, as I've had to load iTunes onto MS Windows and I get this...

I'm getting the same issue, but I find that it's intermittent. Sometimes I can get at my purchases and sometimes I can't.

This is happening to me, but only when I try to cancel a pre-order.

I pre-ordered a film, based on a promised release date, but that date was quietly moved back almost a month, so I no longer want to pre-order it, as I will have already had my travel by then.

Attempting to cancel the pre-order (which Apple makes very difficult) repeatedly results in this error.

Signing out and back in makes no difference.
